In terms of the Code of Conduct Members of the Union Council of Ministers have to declare details in respect of assets, liabilities, business interests, conduct and management of any other business and employment of spouse and dependents under a foreign government or organisation. The declaration of the assets is an annual exercise. The details of the assets have been put on the PMO’s website at  http://pmindia.gov.in/en/right-to-information-rti/assets-liabilities-of-the-union-council-of-ministers and is the form of table shown below.The asset portfolios of ministers are heavily loaded with property and jewellery. Most of the Ministers hold their assets in traditional instruments. The interest income from some of the traditional instruments is taxable and the returns are not good enough,

Assets and Liabilities in Jan 2016

These have been taken from Newspaper reports. The PMO website still shows assets as on 31-03-2014. You can follow www.myneta.info run by ADR for more information. The Association for Democratic Reforms (ADR) was established in 1999 by a group of professors from the Indian Institute of Management (IIM) Ahmedabad. In 1999, Public Interest Litigation (PIL) was filed by them with Delhi High Court asking for [or requesting] the disclosure of the criminal, financial and educational background of the candidates contesting elections. Based on this, the Supreme Court in 2002, and subsequently in 2003, made it mandatory for all candidates contesting elections to disclose criminal, financial and educational background prior to the polls by filing an affidavit with the Election Commission.

  • Prime Minister Narendra Modi’s declared assets have gone up by around Rs 15 lakh in the financial year 2014-15 to Rs 1.41 crore, from Rs 1.26 crore in the previous year. This includes a Gandhinagar property currently valued at Rs 1 crore. The slight increase in Modi’s assets is primarily from the bank deposits.
    • The PM perhaps has the minimum amount of cash in hand among all his Cabinet colleagues for whom data can be accessed at this point. Modi had only Rs 4,700 cash in hand as of March 31, 2015. In the corresponding period last year, he had Rs 38,700.
    • The PM continues to not own any car, aircraft or yacht.
    • The PM’s bank deposits including fixed deposits are worth over Rs 31 lakh.
    • In addition, he has an LIC policy of around 2 lakh and a National Savings Certificate, totalling about Rs 7.5 lakh.
    • Neither has he given out any loan or advance to anybody, nor has he taken any.
    • The value of his four gold rings weighing 45 grams is down by a notch to Rs 1.18 lakh, from Rs 1.20 lakh in FY 2014.
    • Financial details of the PM’s wife Jashodaben are listed as “not known”.

  • External affairs minister Sushma Swaraj’s declared financial assets have risen to around Rs 4.54 crore in 2014-15, up from Rs 2.73 crore in the previous year. Swaraj has Rs 1.05 lakh in cash. The total financial assets of her husband Swaraj Kaushal are shown much higher at around Rs 15.95 crore.
  • Telecom minister Ravi Shankar Prasad, who was the fourth highest in the list of ministers’ assets in 2014 at Rs 14.91 crore, has declared assets over Rs 20 crore in FY15. Prasad’s cash in hand was Rs 60,468.
  • Urban development minister Venkaiah Naidu, who was listed one of the five non-crore-pati ministers in FY14, is yet to reach the Rs 1 crore mark. His total declared assets came to around Rs 29.23 lakh, marginally up from Rs 20.45 lakh in the previous year. His cash in hand was Rs 38,000. However, declarations for Naidu’s wife show that she owns assets worth more than Rs 10 crore.
  • Law minister Sadanand Gowda’s assets have dipped from Rs 4.34 crore in FY14 to a little over Rs 2 crore in FY15 if the liabilities and loans are taken into account. Besides other things, Gowda has listed a gun worth Rs 8,500 and a revolver worth Rs 55,000 in his declarations.
  • HRD minister Smriti Irani has declared total personal assets of Rs 4.27 crore including a flat valued at Rs 2.78 crore. She owns a Honda Brio and a Maruti Ertigo.  She has cash of around Rs 10.5 lakh.
  • Information related to the richest minister Arun Jaitley, whose financial assets were valued at Rs 72.10 crore in FY14, have not been shared yet for FY15. Others such as home minister Rajnath Singh, power minister Piyush Goyal, road and highways minister Nitin Gadkari are also among those for whom FY15 assets declaration could not be accessed.

As per the information,The poorest member is urban development minister Venkaiah Naidu, with net assets of Rs22 lakh ($35,834.98), while the richest is the former lawyer Arun Jaitley, who holds the key defence and finance portfolios and is worth Rs 72 crore ($11.7 million). Reference

  • The Prime Minister,Narendra Modi, owns movable assets worth Rs 26,12,288 and immovable assets worth Rs 1 crore.  The property he bought in Gandhinagar for Rs130,488 ($2,125) in 2002 is now valued at Rs 1 crore ($162,904). He has Rs 17 lakh ($27,690) in a fixed deposit and Rs 4.3 lakh ($7,005) in National Savings Certificates and in Insurance policies
  • Union Home Minister Rajnath Singh,  is richer than the Prime Minister. He owns movable assets worth Rs 66,41,260.33 and immovable assets worth Rs 1,90,00,000. The Home Minister has also declared the wealth owned by his wife, and it’s worth Rs 40,88,871. He has agricultural land worth Rs 50 lakh and a residential property worth Rs 1.4 crore ($228,040.82). Singh also has a revolver and two guns besides jewellery worth Rs4.8 lakh ($7,819). He also has Rs 60.71 lakh ($98,912) in banks and Rs70,000 ($1,140) in hand.
  • Minister for External Affairs, Sushma Swaraj, has declared her wealth worth Rs 2,98,48,485, in addition to an ancestral land in Palwal, Haryana. Her husband, Swaraj Kaushal, has movable assets worth Rs 8,88,91,635 and immovable worth Rs 3,18,90,050 (total wealth worth Rs 12,07,81,685). Of her net assets, Rs 1.4 crore ($228,097) are in fixed deposits.
  • Union Finance Minister Arun Jaitley, is the richest among Modi’s ministers , who along with his wife, has assets worth Rs 72.10 crore. He has vehicles worth more than Rs 3 crore ($488,778), bank balance of Rs 75 lakh ($122,195) and Rs 1.3 crore ($211,726) as cash in hand
  • Smriti Irani has total assets of Rs 4.15 crore ($676,055). Out of this, Rs 4.9 lakh ($7,980) is cash in hand. She also has a small amount invested in mutual funds and shares.  Irani has Rs 26.2 lakh ($42,671) as bank balance and Rs 29 lakh ($47,242) in Kisan Vikas Patra. She has two residential properties in Mumbai and Goa and five plots of agricultural land in Maharashtra.
  • Maneka Gandhi total assets are worth Rs 37.68 crore ($6,139,059). She has residential property worth Rs18 crore ($2,932,288) and commercial property worth Rs 6.9 crore ($1,124,044). She has fixed deposits worth Rs 6.3 crore ($1,026,183) and Rs 97.3 lakh ($9,158,488) in bank deposits. Maneka Gandhi is the only one who also has significant investment in mutual funds and shares
  • The list further has declaration of assets by all the ministers in the Modi government.

  • Prime Minister Manmohan Singh has assets worth around Rs 10.73 crore, double that of last year.  Last year, the Prime Minister had declared total assets worth Rs 5.11 crore approximately. Manmohan Singh has shown residential properties, bank deposits and a Maruti 800 car as his assets. Sources in the Prime Minister’s Office (PMO) said though the assets with Singh have remained the same, the valuation has gone up as the assessment has been done by a government-approved valuator.
    • Singh has bank deposits and investments worth Rs 3.46 crore approximately in various State Bank of India (ASBI) accounts.  He also owns a bank account in Dispur in Assam where he has a deposit of Rs 6,515.78 only
    • The flats owned by him in Chandigarh and Vasant Kunj is Rs 7.27 crore, last year were valued at a total of Rs 1.78 crore
    • Singh also owns 150.80 grams of gold jewellery but its value has not been shown in his declaration of assets and liabilities
    •  The depreciated value of his Maruti 800 car has been shown as Rs 21,033.

  • Defence Minister AK Antony has assets worth Rs 55 lakh, the lowest in the list of the Cabinet Ministers.
  • HRD Minister Kapil Sibal and his wife Promila have total assets of Rs 45.33 crore, including 8.11 crore of his wife. Of the Rs 37.22 crore assets owned by Sibal, he has at least 12 properties worth Rs 29.35 crore and cash and bank deposits along with shares and debentures worth Rs 2.82 crore, 3 kilograms of jewellery worth Rs 35.33 lakh and loans and advances of Rs 4.63 crore.

According to the report by the Association for Democratic Research (ADR) and National Election Watch (NEW), a union minister in India, on an average, has property worth over Rs 10 crore — over Rs 3 crore more than what they owned in 2009 – on the basis of their recent declaration to the prime minister’s office.

  • Prime Minister Manmohan Singh: Fixed deposits with SBI – Rs. 2.7 crore, House in Chandigarh worth Rs. 90 lakh, flat in Vasant Kunj, Delhi worth Rs. 88 lakh.
  • Home Minister P Chidambaram: He had his wife are worth over Rs. 20 crore. But what is interesting is that though he is always seen in his official car he has a Volkswagon, Skoda, Ford Fiesta and Kinetic Honda. He has also declared the worth of his treadmill.
  • Finance Minister Pranab Mukherjee: He and his wife have 10 properties between them including a house in Greater Kailash. Their collective asset is worth Rs. 3 crore.
  • Telecom Minister Kabil Sibal: Immovable assets 16.25 crore, bank deposits: 65 lakh, investments in shares: 40 lakh, jewellery: 20 lakh, other assets: 4.75 crore (approximately)
  • Former IT Minister Dayanidhi Maran: Assets worth Rs. 2.94 crore. He and his wive have shares in RIL, Reliance Communications, RNRL and DK Enterprises.
  • Petroleum Minister Murli Deora: He and his wife have a combined asset worth Rs. 15.2 crore. His wife runs two companies and a proprietorship firm.
  • Foreign Minister SM Krishna: Immovable assets 2.34 lakh, movable assets 4.81 lakh, investments 3 lakh, and savings 12 lakh. His wife’s assets are approximately Rs. 21 lakh.
  • Development Minister Kamal Nath: He has declared assets worth Rs. 263 crore. These assets make him the richest minister in the UPA II cabinet. But his assets included the assets of his two sons, Bakul and Nakul as well as that of his daughter-in-law Simran.
  • Agriculture Minister Sharad Pawar: Assets worth over Rs. 12 crore. That includes deposits and shares in various companies. Unlike Kamal Nath  the assets only include his and his wife’s wealth.
  • Defence Minister AK Antony: His list is the shortest as he declares that he has no property and it is his wife that has a house and Wagon R car in Kerala. Their total assets are just two lakh rupees.
