LPG cylinders will not be available from dealers at subsidised rates in 2015. Holding an Aadhaar card is no more the necessary criterion for receiving subsidy on cooking gas in bank accounts. This article talks about latest Direct Benefit transfer of LPG that was relaunched in 54 districts on 15 Nov 2014 and will be relaunched nationally on 1 Jan 2015. It explains how subsidy will work,how to get enrolled for LPG subsidy if you have Aadhar Card or if you don’t have Aadhar Card.

About the Direct Benefit Transfer of LPG or DBTL Scheme

The DBTL scheme was earlier launched on 1st June 2013 and finally covered 291 districts. It required the consumer to mandatory have an Aadhaar number for availing LPG Subsidy. The new government reviewed the scheme and after examining the difficulties faced by the consumer substantively modified the scheme . The modified scheme was  re-launched in 54 districts on 15.11.2014 in the 1st Phase and in the rest of the country on 1.1.2015.The Direct Benefit Transfer of LPG (DBTL) scheme, is now called Pratyaksh Hanstantarit Labh (Pahal). The scheme will cover over 15.3 crore consumers across 676 districts of the country.

Under the modified scheme, the LPG consumer can now receive subsidy in his bank account by two methods. Such a consumer will be called CTC (Cash Transfer Compliant) once he joins the scheme and is ready to receive subsidy in the bank account.  These 54  districts are in states of Andhra Pradesh, Daman & Diu,Goa,Himachal Pradesh,Karnataka,Kerala,Madhya Pradesh,Maharashtra,Puducherry,Punjab,Telangana.Districts covered in 1st can be found here .Overview of the Direct Benefit Transfer of LPG scheme is given below.   • Consumers will need a bank account to join the scheme and receive LPG subsidy
  • Domestic Consumers are entitled to 12 subsidised LPG cylinders in a financial year. Number of cylinders are counted  from 1 Apr  to next year 31 Mar.
  • Consumers will also get one time permanent advance in their bank account prior to buying the first market priced LPG cylinder
  • Consumers will receive subsidy in their bank account as per their entitlement of subsidized cylinders
  • For the 54 districts where the scheme was launched on 15 Nov 2014
    • Till consumers join the scheme they will get cylinders at Subsidized price for 3 months w.e.f 15.11.2014 till 14.02.2015.
    • Market price for next 3 months, but the subsidy due will be given to them if they join the scheme within these 3 months i,e till 14.05.2015
  • From  15.05.2015 all LPG consumers will get cylinders at market price and only those who join the scheme will receive one time permanent advance & subsidy from the date of joining
  • To join the scheme and receive subsidy Aadhaar is not required. Consumers can avail LPG subsidy even if they don’t have Aadhar.

If you had joined the previous DBTL scheme and had got the advance/subsidy in your Bank Account then  You don’t have to do anything again

LPG Subsidy for those with Aadhar

If you have Aadhar but have not joined DBTL scheme you need to enroll. For enrolling under this scheme, consumers who have Aadhaar numbers will have to

  • First link the Aadhaar number to the bank account by submitting Form 1 to the bank. Alternatively, Form 1 can also be deposited at a drop box provided at the bank/distributor’s outlet. Now a new Form Unified PAHAL (DBTL) Joining Form   is introduced.
  • Then link this Aadhaar number with the LPG Consumer Number by either of the method
    • By Hand: Submit Form2  to the LPG distributor
    • via Call Centre: Call 18000-2333-555 and register the Aadhaar Number
    • On Web: Go to  www.rasf.uiadai.gov.in and follow the procedure
    • By Post: Send Form 2 along with enclosures to the address given in Form 2
    • By IVRS / SMS Click here

Those who have not received the physical Aadhaar card, a copy of the e-Aadhaar card downloaded from the UIDAI website is sufficient

Aadhar linked with multiple Bank Accounts and LPG Subsidy

When you have multiple bank accounts linked with Aadhar the one which is linked last is used for Subsidy payment.
For example

  • Bank A- Aadhar linked on 01.02.2016
  • Bank B-Aadhar linked on 01.03.2016

Then your Subsidy will be processed to the Bank B, as Bank B is your latest Aadhar seeded account.

LPG Subsidy for those without Aadhar

If a consumer does not have the Aadhaar number, he  has two options

Submit bank account details

  • On Web: Log onto www.MyLPG.in and enter your bank account details

Submit LPG ID  consumer will have to provide his 17 digit LPG ID to the bank using Form 3. The 17 digit ID is available on the cash-memo of LPG cylinders that have been delivered in the past. One can also log on to his respective oil marketing company’s website, punch the consumer ID to know the 17-digit LPG ID. (Click here to see if your bank accepts Method-2, else open your account with the banks in this list to opt for this method)

How does Direct Benfit Transfer for LPG cylinder work Pricing under DBTL

Currently, 12 cylinders are available to consumers at a subsidised rate. Any requirement beyond this will have to be purchased at the market price . The Centre had capped the supply of subsidised domestic cylinders to six cylinders a year for all domestic consumers effective from September 14, 2012. Later, the cap was increased to nine cylinders. And, just before general elections, it was raised to 12 cylinders a year.In the DBTL district(s),

  • A one-time Advance will be provided to every CTC consumer joining DBTL. The Advance will be notified, from time to time and will remain fixed for a financial year. It will remain with the consumer till the time of termination of connection, when it will be finally adjusted.
  • Domestic LPG cylinders will be sold to CTC LPG consumers at Market Determined Price from the date of launch of the scheme.
  • The total cash applicable on LPG cylinder will then be transferred to the CTC consumer for each subsidized cylinder delivered (up to the cap) as per his entitlement as shown in figure below

  • Prime Minister Narendra Modi’s office has fixed the subsidy on domestic LPG at Rs 568 per cylinder , to be borne equally by the government and national oil companies (NOCs) . The Prime Minister’s Office on October 22 also decided to keep the consumer price unchanged during the current fiscal year ending March 2015 after which the deliverable price could vary with the change in international price. The proposed fixed subsidy is higher than current under-recovery of Rs 416.35 per cylinder
  • From 1 Jan 2015 prices in few cities are as given below
    • In Delhi Subsidized cylinder costs Rs 417 while Non Subsidized cylinder is priced at Rs  708.50
    • In Kolkata Subsidized cylinder costs Rs 419 while Non Subsidized cylinder is priced at Rs 746.00
    • In Mumbai Subsidized cylinder costs Rs 452 while Non Subsidized cylinder is priced at Rs 725.50
    • In Chennai Subsidized cylinder costs Rs 404.5 while Non Subsidized cylinder is priced at Rs 705.00
    • In Bangalore urban cylinder costs Rs 425.00 while Non Subsidized cylinder is priced at Rs  737.00

 Get your 17 digit LPG ID

Your 17 digit LPG Id is printed on your cash memo. But you can also get it based on your consumer number. Based on your Gas company click on following links

If LPG connection is in someone’s else name

If LPG connection is in someone’s else name or in name of person who has expired now you can transfer the connection in your name. From Indane’s  Transfer of Connection. For HP Gas one can read similar answers at their FAQ page.

Transfer of connection to family member is now permitted. In case the transferee in your family is not having a LPG connection you may please provide a request to your distributor with the following:

  • KYC of the Transferee
  • Proof of Address
  • Original Subscription Voucher(SV) ( If SV is missing Please provide affidavit)
  • Declaration from the transferee

The KYC will be verified, multiple connections in the address mentioned for transfer will be checked and then the distributor will make a new Subscription voucher in the Transferee’s name.

Transfer of connection to legal heir is now simplified. In case the transferee (legal heir ) is not having a LPG connection you may please provide a request to your distributor with the following:

  • Declaration by Legal Heir
  • Copy of Death Certificate
  • KYC of the Legal Heir
  • Proof of Address
  • Original Subscription Voucher(SV) in the name of deceased( If SV is missing Please provide affidavit)
  • Declaration from the Legal Heir

The KYC will be verified, then multiple connections in the address mentioned for transfer will be checked and then the distributor will make a new Subscription voucher in the Transferees name.
